यदा कस्यचित् देशस्य सर्वकारः, प्रशासनं, शासनव्यवस्था वा, तस्य प्रदेशस्य तस्य सीमायाः च सम्बद्धानां सजीवनिर्जीववस्तूनाम् सम्बन्धे (यत् शैलजसिद्धान्तैः आवश्यकतानुसारं सन्दर्भे विशेषतया अपि अवगन्तुं शक्यते), अर्थात् वनस्पतयः सहिताः सर्वे मानवाः अमानवाः च निष्पक्षतया पूर्वाग्रहरहिततया च सार्वत्रिकचिन्तनैः, कार्यक्रमैः, आवश्यकैः च उचितैः च व्यवहारं कुर्वन्ति तेषां मनुष्याणां सर्वेषां च जीवानां बहुआयामी व्यापकं च अवगमनं, विकासं, उपयोगं, संरक्षणं च कर्तुं नीतिनिर्माणं, तस्य देशस्य जनानां हिताय, यत् तस्य देशस्य जनाः स्वस्य राष्ट्रहितस्य च मानकरूपेण सहजतया स्वीकुर्वन्ति, तथा च स्वस्य नागरिकाधिकारस्य तथा च स्वकर्तव्यस्य उत्तरदायित्वस्य च निर्वहणे, ते तस्मिन् "आदर्शशासनव्यवस्थायां" प्रत्यक्षतया परोक्षतया वा भागं गृह्णन्ति तत् सर्वकारं, प्रशासनं, व्यवस्था वा, तेषां लिखितस्य अलिखितस्य वा प्राकृतिकस्य वा संविधानस्य आदर्शानां आलोके।

Shailaja's State System Theory and Definition:-
